The Governors Cup marked the West Coast Outlaw Pro Mod Association’s final event for the 2009 season. Held September 18-19 at Sacrament Raceway, it was by far the biggest and best of the year. With 16 cars entered to try for the eight-car field, all of the WCOPMA drivers were swinging for the fences, and that was an understatement.

Doing one of his half-track burnouts, Randy Kay pleased the crowd each pass he ran after stopping well past the 1/8th-mile mark on each burnout.
When testing started on Friday afternoon the teams hit the track quick. Almost all of the 16 entries made at least one test hit, with Randy Kay making three passes in the four-hour time period. When the first session of qualifying came up at 7 p.m. everyone was anticipating very quick passes from all the competitors, but no one was ready for what Kay laid down in his screw blown, converter-driven 1963 Corvette. When the scoreboard lit up with a 6.104/241.27 no one could believe their eyes. Kay reset his previous track and association ET record from 6.135 to 6.104.
He also held the MPH record for a converter-driven Pro Mod car, which was 240.05 and he reset it to 241.27. After the first qualifying session there were only two drivers who ran slower than a 6.35. The bump spot after the final qualifying session was as follows:
| 1) | Randy Kay | 6.104/241.27 | 9) | Rob Cacioppo | 6.582/222.09 | |
